For ages the people of the Dales have struggled to survive amidst hardship and enemies, particularly against the evil forces of Zhentil Keep, the encroaching drow of Cormanthor, the mysterious force which has reappeared in Anauroch, and the expansionist tendencies of Sembia. They are hardly a nation, consisting of independant regions which are ruled by a variety of governments.
However, the Dales have always recognized that there is strength in unity. To this end they established the Dale Council to which each Dale sends a representative to discuss many matters, but mainly the defense of the Dales and the good of its people.
The Dales haven't always banded together, considering the plight of Daggerdale and the fall of others such as Teshendale. In these troubled times, though, the council has sought to strengthen itself against its enemies.
The Dales are abundant farming communities, but they have always lacked in mines and good weapon and armorsmiths. The Dales often import such weapons from other regions, except for the weapons they could make on their own (the famous Dale Longbows, for example).
So when the council received word that an old dwarven stronghold nearby in the Vast Province had been reestablished, and begun a minor trade with the Gnomes of the Hidden Vale, they were very interested in beginning trade with them.
However, these dwarves learned well the mistakes of opening their doors to outside races. Because of past wars with their neighbors and orcs and ogres, the dwarves of that region have long been scattered and lost their homelands.
The great dwarven hero Stycas Hammerblade has reestablished the dwarven stronghold of Kharjoras and reopened the mines. They have sealed all entrances to their domain, except for the secret ways through which dwarves now come and go unseen. No one now knows where the stronghold is or how to enter, except the dwarves.
The Dale Council has voted to send emissaries to the gnomes of Hidden Vale in the hopes that the gnomes can help them make contact with the dwarves and establish a trade treaty that will enable a steady and reliable source of metal and armaments to make the Dales safe from their aggressors.
